Randall founded Strata Design in 2006 and has 30 years of professional engineering consulting practice with primary emphasis in geo/environmental engineering, public works, project management, and construction QA/QC throughout Oregon, Washington and California. He maintains civil engineering licensure in Oregon, Washington and California. He has extensive experience with:
civil and geotechnical analysis
environmental site design involving construction project management and QA/QC on large
multi-faceted public works projects
contaminated site remediation
stormwater treatment
erosion control plans
deep foundations and earth structures including micro-piles, soil nails, earthwork and shoring
landslide stabilization projects
Randy is skilled in mapping and design software and engineering analysis programs including AutoCad Civil 3D, Slope/W, LPILE, CONSOL, SNAIL and others as well as utilizing ArcGIS and LiDAR survey point clouds and has developed processes in-house for creating 3D elevation site plan and DTM surfaces for migration into autoCAD software. This provides clients with full access to high precision topographic site survey maps from already existing data, and further serves as the most effective tool for interpretations of slopes geomorphology and hazards. These skills are used to design civil grading and earthwork plans.
KELLY GOODE, MS, GENERAL MANAGER
Kelly has been involved with Strata Design since 2012 and joined Strata officially in 2023 as General Manager. She brings with her 26 years of management and human resources experience with local technology companies. Kelly holds a Master of Science degree in Leadership and Policy with certifications in Erosion Control (CESCL) Inspections, Instructional System Design, Cloud Computing and Change Management. Kelly is proficient in technical project management, software training, people management, and human resources. Kelly provides support in customer service, office administration, website/social media, bookkeeping, human resources and erosion control inspections.
RICK THRALL, PHD, PE, GE, SENIOR GEOTECHNICAL ENGINEER
Rick has over 35 years of geotechnical engineering experience, including the past 30 years’ in Oregon and Washington. Over his career Dr. Thrall has served as a project engineer on wide ranging geotechnical work involving commercial, heavy civil, essential facilities and, more recently, residential construction. As an early project engineer with Cornforth Consultants and Golder Associates, Rick completed projects involving major structures and buildings, bridges, dams, landslides, levees, instrumentation, water supply, pumping facilities, pipelines and, waste facilities for a variety of federal, state, county and city governments. More recently, a significant portion of Rick's career has been spent as a geotechnical discipline leader. He has been responsible for growing and developing professional groups and projects with Foundation Engineering, AMEC (now AMEC Foster Wheeler), GeoDesign and PBS Engineering & Environmental.
The majority of his recent work includes:
evaluating and designing use of materials for fill or select materials
evaluation and mitigation of substandard foundation conditions
grading evaluations and design
slope stability evaluations
mitigation and,seismic stability evaluations
CORY VAN FOSSON, EI, SENIOR PROJECT ENGINEER
Cory is a Geotechnical Engineer with a notable career shaped by a solid educational foundation from Portland State University and the University of Nebraska. His expertise in geotechnical engineering is broad and deep, highlighted by his proficiency in advanced numerical modeling tools and UAV photogrammetry, which have been pivotal in project oversight and the delivery of innovative solutions to complex challenges. Throughout his career, Cory has been at the forefront of leading significant engineering projects with Strata Design LLC, where as a Senior Project Engineer, he has navigated the complexities of slope stability, pavement design, and foundational improvements from project inception to completion. His professional journey is further distinguished by his impactful work at PBS Engineering and Environmental, underscoring his esteemed reputation in the engineering community. A critical element of Cory's success is his collaboration with a diverse array of clients, including high-profile public sector agencies such as the Federal Energy Regulatory Commission (FERC), the Washington State Department of Transportation (WSDOT), and the Oregon Department of Transportation (ODOT). These partnerships underscore his significant contributions towards enhancing infrastructure safety and reliability, demonstrating his capacity to meet the rigorous demands of public sector projects. Beyond these, Cory's expertise has also been sought after by various private sector clients, showcasing his versatility and the broad application of his geotechnical engineering skills.Cory's professional ethos is defined by his commitment to innovation, environmental stewardship, and the development of strong, collaborative relationships with stakeholders. DYLAN ANSPACH, EIT, LSI, PROJECT ENGINEER
Dylan joined Strata in 2021 as an intern while obtaining his Master of Science in Civil Engineering degree at the Oregon Institute of Technology he assists with AutoCAD, report writing, and GIS data processing. Upon graduation in June 2022, Dylan joined the team full-time and obtained a Minor in Land Surveying and his Fundamentals of Engineering (FE) certification. Dylan has experience in AutoCAD Civil 3d (including civil-stormwater), drone data processing/collection as well as multiple GIS platforms.
Dylan is primarily responsible for management and analysis of projects including foundation support, ground improvements, retaining structures, landslide repair, and slope stability. He conducts site inspections on projects ranging from subgrade compaction to landslide rehabilitation. He also conducts site reconnaissance and subsurface investigations, which include drone surveys to produce models used in various analysis, compaction, DCP, SPT, Micropile testing/installation, infiltration testing, and soil classification. Dylan also conducts lab analysis including: Atterberg Limits, Proctors, and gradations to assist in soil classification.
